How To and What is ?

Google's New Webmaster tool is creating problem. Some webmasters and developers complained me from pune in india that their blogs meta verification tag is not present in the webmasters tools. So, they are in problem, because they cant submit their web address to google. so, google can not indexed their web address till now. But , they told me that they have html file in their tools area. and google is asking them to upload the "..." file to their web address.
